91% of UK mid-market HR functions have AI embedded in at least one team, the highest deployment rate of any function. 59% describe AI as embedded across several teams. Only 9% remain in pilots. The deployment question has been answered; the proof question has not.
46% of UK HR leaders report measurable AI ROI. A further 40% see early value they cannot yet measure. Among HR functions with mature governance, the rate rises to 82%. Among those at Level 3 governance, it falls to 16%, lower than functions with no governance at all.
HR functions with a defined governance framework that is applied inconsistently report 16% measurable ROI, lower than functions with no governance at all (20%). One in five HR functions sits at Level 3. The false confidence of a policy that teams do not follow is more damaging than having no policy.
52% of HR leaders report shadow AI as common. HR shadow AI creates direct GDPR, employment-law and discrimination exposure regardless of IT approval status, a risk profile no other function shares.
Central IT-owned HR AI delivers 59% measurable ROI, the only function in the survey where IT ownership outperforms executive-led ownership. A hybrid model (HR driving strategy, IT ensuring governance) outperforms pure HR ownership.
They embed governance into HR operations rather than layering it on top. They defined the measurement metric before deployment. And they made the approved path faster than the workaround, which is why their shadow AI rate is 39%, the lowest in the function.
