HR has the highest AI deployment of any UK mid-market function at 91%, but only 46% can show measurable ROI. The gap between deployment and proof is the commercial opportunity. Organisations with mature governance are 4x more likely to report measurable ROI, making governance the primary vendor entry point.
91% of UK mid-market HR leaders have AI embedded in at least one team. Common use cases include recruitment screening, L&D personalisation, performance management, employee experience platforms, and generative AI for internal communications and HR policy.
Shadow AI is unapproved AI tool use by employees outside formally sanctioned processes. 52% of UK HR leaders report shadow AI as common. In HR, ungoverned AI inside recruitment and performance processes creates direct employment-law and GDPR exposure.
Among HR functions with no AI governance, 20% report measurable AI ROI. Among those with mature governance, 82% do. The Level 3 trap is the most important finding: functions with a defined but inconsistently applied framework report only 16% ROI — lower than those with no governance at all.
Central IT-owned HR AI delivers 59% measurable ROI, higher than CEO or C-suite ownership. This is the only function in the survey where IT ownership outperforms executive-led ownership. IT brings the compliance infrastructure and measurement tooling that HR AI needs to produce attributable outcomes.
77% of HR leaders have experienced at least one AI failure. The most common are data privacy breaches (38%), AI output used without human review (29%), and unexpected cost overruns (29%). Reputational damage runs at 15% — the highest rate of any function.
